抓斗清污機主要由卷揚機構、鋼絲繩、耙斗、鋼絲繩滑輪、耙斗張合裝置、機械過力矩保護、移動行車、地面固定式軌道及移動行車定位裝置組成。整機定位清污動作、耙斗升降、耙斗張合、耙斗污物刮除等與固定安裝的鋼絲繩牽引耙斗式格柵除污機相同，唯有上機架與下機架分體，上機架全部設在移動行車上。其工作原理為：除污時，機架移動到需清污的格柵位置，當上下機架對位準確后，耙斗才可順利下放除污。對于寬幅格柵，除污機除污完畢移動一個齒耙有效寬度，繼續除污，直至格柵柵面污物完畢，柵前后水位差達到正常值時為止。對于多溝渠分布格柵，除污機除污完一個溝渠的格柵后，移動至另一溝渠，繼續除污，直至所有溝渠格柵柵面污物完畢，柵前后水位差達到正常值時為止。
